That sucks that you were downgraded because of rank. That should have nothing to do with it. The LTC said because some Finance CPT's were downgraded because of not directly supporting combat troops in Iraq that he wasn't putting me in for it. I already wrote the damn thing for him. So he reconsidered. He said he was putting me in for an MSM, I told him I would get an MSM just for doing my job as a CPT, so he finally agreed. Keep an eye out for the outcome.
