So, sorry I've been out of it a bit lately. If you're still working on your paper - I might suggest you look at some democratic theory stuff. Things like Ben Barber or Ian Shapiro or Iris Marion Young. Really, any democratic theory works - because the basic idea is "correctable policy" - and it would let you compare/contrast individual change and institutional change against each other.
