take 6 inches of snow, add one full night of rain, keep exactly at freezing, on ground level so all precipitaion freezes. if done correctly all driving, and walking surfaces should be covered in at least a half inch of wet ice, along with cars, trees, and power lines. for more dangerous results wait 2 days add fresh snow.
