I have never been to Winnipeg. I am sure the winter would be as bad/worse than Toronto.
I too want to live in New York for a time, but not for too long in my case, maybe a year.
If you ever want a free place to crash in Toronto when I am there for school, you could most definitely crash at my place. I am sure though you have lots of people who'll let you crash out there. But yes, I just thought I would say that.
