December - March is best. right now it's rainy season with deluges a common daily occurence. As for where you go, it all depends on what you want out of the trip. A good rough itinerary would be San Jose 1 night (nothing to see there) - Move on to Volcan Arenal area for a few days. From there head up into the cloud forest of Monteverde and from there, back down to the Nicoya peninsula, Jaco, or parts farther south.

I have been costa rica twice plus I have family there. I always stay with my dad's brother and he gave us a car to drive around and food to eat. So it was cheap when we went there. I would suggest doing the Nicoya coast first there is a beach every 30 minutes there.
