For my own yearly lists, I always go with what I was exposed to in a calendar year, irregardless of when it was produced. If this year was the first time I had heard a Dylan song that was originally produced in 1975, I could still place it on one of my year-end lists. Admittedly this type of grouping doesn't help me with regards to evaluating the strengths of different years of music (or film or literature), but it does allow me to take note of the fact of any good entertainment I may have consumed in a given year.
As for your cover question, I'd say that you are probably in the clear as long as the covers themselves were released in 2008. Remember, Soft Cell's cover of Tainted Love is considered an eighties song even though the original was recorded in 1965.
