You should homeschool him. You don't have to homeschool him yourself; it's pretty easy to find associations of like minded parents who can teach him different subjects. I guarantee he'll end up better off than if he goes to public, and he can keep his hawk.
Its probably changed a lot, but my HS had no problem with hawks. As long as they weren't spiked up at school it was fine.
One of the things I never figured out: A spiked up mohawk or (God forbid) a guy in a pair of long shorts was "distracting and not conducive to a good educational environment". At the same time, a girl in a mini-mini-skirt and heels was no problem.
