Thats "global test" in context. Taken out of context, it is used to make people who do not know the context believe it is getting permission from the rest of the world. Every republican is it in that way over and over again. So either they are A) stupid and drew that conclusion from Kerry's statement or B) are trying to make people believe something that they themselves do not believe.
The fact is, every Bush ad that attacks John Kerry are based completely on quotes taken out of context, which insults my intelligence.
