John Kerry : "No president, through all of American history, has ever ceded, and nor would I, the right to preempt in any way necessary to protect the United States of America. But if and when you do it, Jim, you've got to do in a way that passes the testthat passes the global testwhere your countrymen, your people understand fully why you're doing what you're doing, and you can prove to the world that you did it for legitimate reasons."

Thats "global test" in context. Taken out of context, it is used to make people who do not know the context believe it is getting permission from the rest of the world. Every republican is it in that way over and over again. So either they are A) stupid and drew that conclusion from Kerry's statement or B) are trying to make people believe something that they themselves do not believe.

The fact is, every Bush ad that attacks John Kerry are based completely on quotes taken out of context, which insults my intelligence.
