some one explaine arrondessment to me! Please?
I have a basic grasp on the concept of it, but I need it translated into terms I am familiar with. Is it like a county or is it more like a "French quarter" or "Garden district" type of deal? Has anyone been to France?
Gah. Lame update, I know.
