The eighties as a decade is always a plural and never a possessive FOR THE MOST PART. There was a series on VH1 called "I Love the '80s." In TV Guide, they printed it correctly; however, many of the graphics in the program wrote it as "80's." That's incorrect, and I see it A LOT. Especially since I'm interning as an assistant copy editor at a multiconglomerate entertaintment corporation.
If you want to say that the eighties had a colossol hairspray market, you may say, "The '80's hairspray market was colossol." Most style guides, however, will tell you the write it out as eighties' because the numerical form looks awkward.
