In evolutionary politics, the law per se, and specific political systems per se, are not very important compared to the ethnic distribution of much more fundamental, somewhat competing qualities, such as group loyalty and sense of fairness. The UN is full of members, republics with magnificently conceived and worded constitutions, that are completely dysfunctional states.
I have a Canadian, clear Canadian accent. I pronounce OUT and ABOUT correctly and don't say eh. I also annunciate. Like most of the newscasters in the US. (many are Canadian!)
