Aye, there's the rub.

To transfer a car, it needs to pass air quality tests, and my car cannot pass them without mechanical work that's more than what the car is worth! I cannot renew my registration without passing emissions tests either.

So I drive it around as a scofflaw. I was caught last month by the cops, had to pay a $50 fine. It'd cost about $500 to fix it so I could pay the privilege of paying $200 to renew my registration so I can sell my car for $500.

It makes no economic sense to fix my car so I can sell it.
