Spent the past couple of days re-immersed in phone company hell. Finally had to take the afternoon off to get it resolved. The guy who came out says the real problem actually resides in the wires that run from my building to the next major street, but nothing can be done to solve that until all of the quick-fix methods have been tried. So there's a chance my troubles still aren't over...
