What drives people to steal from the old? Maybe it makes one feel more powerful and gives a sense of control? Then that could be a really a sign of in-security or weakness. Maybe, some kind of drug addiction may have coerced someone to steal to support their habit. Anyway, I think theives are weak people and they should be dealt with more harshly. Furthermore, the police don't really care about theivery as much as they used to. I think its about time the people take charge of the security of their own neighborhoods and create malitias.
