i HATE FRIEND COLLECTORS!
if people want to be friends with me they need to start up a conversation, or at least say SOMETHING to me first. " Hi" is always a good start.
Does it tell them when you decline their friend request?

They don't get told when you decline a friend request.
I have a habit of only accepting friends I like. If they really want to follow your journal they can bookmark you.
But usually it's just because they want to see the pics you have in the albums marked "Friends Only".
Still I think Lexiphanic is on the right track with
