It is often possible that a king, due to his exclusive position, will have exclusive incite into a situation or problem and will have to make a decision that his subjects cannot necessarily understand or agree with. While it might appear that the king has committed a selfish act, he has in fact done the opposite and only the noticeable after-affect of his action can gain him vindication.
