It's called "That Dog" by Takemoto Novala, and the subtext reads "For becoming a proper young lady."
You might know that Takemoto Novala (who is male, by the way) wrote the really famous book "Shimotsuma Story," which has since been made into a movie. He writes all about Gothic Lolita in Japan.
The book is kind of tongue in cheek about being a Lolita. Chapter 1 is entitled "I Don't Need Any Friends!"
