My brother and I theorize that he is on crack.

I'm not sure if the people in that apartment just don't want to see him, or if they're really heavy sleepers or if they aren't home or what. But it's starting to get annoying. Since I've moved upstairs in this building he's pulled this shit three times. If he does it again I'm calling the cops.
