When a photoset goes live on the site, it enters the member review - This is when members can view the set, leave comments, and vote by clicking the heart or "I Loved it" button. Like she said above me, you find the member review by clicking the "Photos" tab at the top of the site. Once a photoset becomes Set of the Day, it's no longer in member review.
