Penalty kicks are to regular soccer what a home run derby tie-break would be to a baseball game. Personally, I'd prefer "boring extra innings" by a wide margin.
I think the soccer higher-ups avoid a "golden goal" based on 1) maybe an own goal would decide it, 2) maybe quality of play would get too intense/ rough? I dunno; I think it's worth the risk. After all, it's a major mistake or two that decides a PK situation anyway. How is that different from a own goal? Only slightly.
