After the U.S. military "liberated" towns and villages in Iraq, it wrapped barbed wire around them.

Any government using barbed wire risks alienating its people, and will use it only when the political costs do not exceed the advantages. Productivity depends on the efficient management of flux, and the ordering of space must ensure the greatest control possible over circulation, at the same time allowing for freedom of movement to the greatest extent possible. This is especially true for places of consumption, such as shopping malls and theme parks, which employ the most discreet tools of control -- tools which are no less violent for those deemed undesirable.

The fence and the door are either open or shut, allowing or denying access. Barbed wire, by means of its necessary connection with surveillance, represented a refinement in the techniques of filtering, and an interactive enclosure, allowing for an adaptive response to events based on information furnished by surveillance.
