Also, who would you call to, say, find out who owns a property so you can call them and tell them how crazy the people they are renting to are...like, how one of them aparently got arrested for fighting and how you're 99% sure they are the ones who dumped stuff inside your front door

I couldn't find anything for the trash but a lawyer could help you with that.
I had to do something similar in our last apartment. It was a good building and my neighbor was an elderly lady. Her son moved in. She told everyone that he was mentally handi-capped. No, he was strung out on crack but she didn't want him living on the streets. Her mind was starting to go. She would stand outside at 2am. The son would play music LOUD at night and then sometimes he would be slamming things. I started to get fed up when I could smell the crack and when he busted out the windows in my car and 3 other cars with bricks!
Long story short, we tried to get management envolved but they refused to contact the family. They refused to do anything.
