Actually, you're quite right the bullet could have possibly hit both of them because in most diagrams shown JFK and the Gov are one directly in front and behind one another which is not true to the situation as it happened. One of the two was offset a little which creates the possibility for the bullet flightpath.
I also remain skeptical but for the most part accept this weak answer for fact because the only thing more implausible is the major cover-up neccesary for any other possiblity to true.
