Holy hell, dealing with this right now- I forgot to pay a ticket freaking forever ago, then (brilliantly) got a speeding ticket. So YES, your license gets suspended for not paying, and YES I almost got arrested! (but the cop was cute and super nice to me)

You could be arrested and your car impounded. If you haven't paid your ticket in time then there is a warrant out for your arrest. If you are caught in another state they may not detain (not exactly under arrest, just holding you in custody until the city or county police department comes and gets you) you because the issuing department may not want to go and get you. They will write you a ticket of their own and expect you to pay it as well though and still take your car probably.
