Go read the User's Guide to Adhesives. Interesting stuff, but it didn't tell me what I should use to bond felt to slate. There ought to be an online doo-hickey where you can select two materials from dropdown boxes, and it'll tell you what the best adhesives are for joining those two materials.
As far as the slate to felt thing, I think I'm just gonna get some of the glue they use on pool tables. I'm repairing a slate placemat. Yes, a slate placemat.

There are actually online doo-hickeys that let you select adhesives, but none of the ones I saw included stone.
