Thats some bad luck there I'd be tempted to take inspiration from Driller Killer or the Toolbox Murders, I'm sure your neighbour would make a fine victem Have a nice cuppa.

The most annoying noise I've ever heard was when the entire South Harrow high street was rennovated and repaired. The bright sparks at the local council decided that so it wouldn't affect the day time and rush hour traffic that all works would be carried out from 7pm-2am, over a course of 2 weeks. Wonderful, from the moment I got home til the wee hours, constant very loud roadworks. I was ready to comit murder.
