Unfortunately good "full moon" tattoos are hard to do.
I've seen a lot more wolves baying at "full pizzas" than good moons.
In the Portland area I would recommend Jennifer Billig for a night scene tattoo like that.
She works/owns atlas tattooing in Portland and is a very talented artist, Plus she's a nice person to boot.
Keep me in mind if you come up with other ideas.
