I don't know about there, but I know that in some of the poorer counties in NC that some people see children as a welfare check. Need a higher income, have another kid.
For those who think I'm an ass for thinking that... I used to work at the Salvation Army. Part of their mission is to be a charity to folks in need. Our location would help with filling out forms for food stamps, making sure people know what help was available, etc.
I overheard, on several occasions, with my own ears (as opposed to being told by someone else), conversations among poor women where they literally discussed how excited they were about their upcoming child, because it would mean a larger welfare check. And then another woman commenting on how she needed to have herself another baby to get some more welfare money.
So, not only do stupid people breed, we PAY some of them to breed.
Of course, if they were less stupid, they'd realize the kid costs them more than the welfare increase, but we did mention the stupid part, right?
By the way, your neighbor is the type of person I'd actually call child services on.

Had court for Kens dads estate yesterday. It took all day long and we have three months before we find out the decision of the judge. Short version of story his sister is trying to take everything. Found out my grandmother passed away yesterday. It seems to me that everyone is dying in my family lately and its really starting to get to me. Dont really know how to act. Took the next two days off to grieve and get my head screwed on straight. Head hurts , must lay down now.
