Hmm, while it's not the best, as in fanciest/nicest, most of my friends live in East Van/Commercial drive area, because it's affordable, and has lots of cute shops and places to eat. that said, East Van is likely one of the most impoverished inner cities ever, so not high in the "safest", thought I've heard no horror stories. Kitsilano is probably the nicest, very chi-chi and expensive, really nice neighbourhood, and great places to eat/shop.
