I read about expansions of the islands, mainly about the creation of that airport that was built on what was ocean.
Considering the amount of people per square meter in Japan, I would suspect there would be a great need for such recycling standards. A similar situation exists in Singapore, but I'm not sure how they go about their business in that respect.
Of course the inspections and fines do boost the economy a tad bit, but that's a whole other ball game.

You should also check out Dynasty Warrior 4. Good clean hack and slash. Nice control and decent replay value. Graphics remind me of Legend of the Dragoon though. Or come to the party I am having on Friday.
