I think the author takes some artistic licence in his description. From other sites it seems more along the lines of the wasp sings the roach and then pumps drugs into its head. So its like interspecies Rohypnol date rape, the cockroach cannot say no or run away as his brain is drugged.
Its interesting to see the debate after about wether such behaviour was designed or evolved. Without going down that thorny debate i will observe that everything in the world seems to have its unique place, role and purpose.
