I think she probably is, since to this day we still don't know what's canonically going on in the former UK, or if Vault-Tec even ran international franchises.

... Man, now I wish even HARDER that game development cycles were quicker. I'm positive that Vault-Tec was global enterprise, and if what we've seen is based on an extension of post-war American culture now I'm positively thirsting to see Bethesda's retro-futurism take on post-war Britain. Fuuuuuuuuck - I wanna see Japan.
