Paint comes with windows. you have a mac or something? And usually you post responses to your blog on the person who you are responding to's blog.. just sayin'.. I only noticed cuz of your recent Silliness post..

There are a number of programs and I'm sure freeware that will help you resize.. search the internet for any number of them, install and play around till you figure it out.
