Northwoods was a plan cooked up in 1963 to find a reason to go to war with cuba. You can read into it what you like but to me after the lie that started excalation in Vietnam (Gulf of Tonkin) and Iran Contras not to mention all of our shady south american dealings my threshold is set a little lower than normal.

You can also pick up a cheapy edition of his works at most any bookstore for less than $20, public domain and all.
Hell, theres more then a few people who think FDR knew the japanese were going to attack. Set the carriers to sea so we're not crippled. Leave everyone else to get bombed to enrage the american public into a sure-thing war with Imperial Japan. I would'nt be surprised one bit if it was true.

Although off all these, the 9/11 conspiracy claims are the ones most likely to be bullshit where as Tonkin claims are almost certainly true. Pearl Harbor falls somewhere grey in between.
