strange situation I hope your friend at least gave you a good reason for just changing her mind like that. I say take the place and maybe try to find to someone to move in with you.

Can you afford the apartment until you find a room mate that you like? I guess my fear would be moving in with a complete stranger and having them mistreat your dog, or have something happen to you.
It's pretty shitty that your best friend "emailed" you...I guess the matter at hand wasn't important for a phone call or a face to face meeting...
I'd be more worried about potential roommates over feeding your dog (feeding him table scraps and stuff).
But if you want my advice I'd move in with random someone, because you're not stuck on a lease/rent agreement if it's not your place. So incase you decide you want to move out or get away from said new roommate you're not boned.
If I were you, I'd take the sweet apartment and find a roommate, because then you have more control over who you expose your dog too. You certainly can't have someone who's not a dog person livin' with you!
