Actually, I still am trying to read, but I can not get the point.

It is not just the Army, but it has now gone down to the civilian contracters as well. We try to make a change because they are not following the contract and they say,"Well that is how we have always done it."
So let me get this straight, because you've always done it wrong that makes it ok? Not on my watch. The contract says you are going to do it so guess what? My job is to make sure that you fulfill the contract, so you are going to do it. The government is paying you to do it so you will.
Damn do they hate me. They will be glad to see me go so they can go back to their old ways.
