The view that Vogons settled into the civil service jobs naturally assumes that since police forces are civil service, they did that too. I thought they should have been meaner.
there were a lot of the books very complicated jokes reduced to one liner's for the part of the audience who read the book (like when Zaphod calls Ford "Ix", his nickname that means "boy who is unable to sufficently explain what a hrung is or why it should collapse on Betelgeuse 5".
