One of the more basic ways to resize, is to use Paint. Should be in Start->Program Files->Accessories->Paint.
Click on File->Open, change the "Files of Type" box at the bottom to "All Picture Types".
Find and open up the picture you want.
There are two ways to do it:
1. Click on Image->Stretch/Skew, in the Stretch boxes, lower the percentage (depending on how big, could be like 70%, 50%, etc). This doesn't allow you to specify an exact size, but it's a lot easier to resize it while keeping the picture proportionate. If you mess up, just close the picture and choose to not save it.
2. Or you can click on Image->Attributes, and change the Width and Height directly.
