Funny thing, in the Terry Pratchett "Discworld" series, he jokes about a fire department that is paid by the fires they put out. In the story they had to stop that because the fire department was starting most of the fires to make money.
Apparently there is nothing they can do. The Mounties suggested we move if we don't like our neighbors. The funny thing is, we are liberal as hell, but when junkies wake us up (and the baby) at all hours, we get a little peeved.
Some things cannot be "free market" services.
