When you place a deposit, typically they keep at least 25% - 50% of that whether you get the piece or not. The money is for them to do the drawing and you are not entitled to that money back. It's to compensate them for the time that they are working on the drawing.
An artist canceling an appoint happens all the time. The new artist I work with sets my appointments MONTHS in advance, anywhere from 3 to 9 months, he's like that with most of his clients and has had to cancel appointments due to things that happen.
It sucks that they aren't acting professionally about their response though. If you continue to pressure the shop owner you should be able to get most of your deposit back.
Try find another shop. I typically make sure I'm on a comfort level with the artist before I even ask they to do a piece for me.
