The electromagnetic spectrum is just one set of ranged values in a much bigger set made up of multiple variable spectra. There is the quantum, and intertwined between these two initial necessities of anthropic self-awareness, there is the cohesive glimmer of a depth of perception. Indeed, there is a spectrum of what can be perceived. Emerging silicate intelligences and existing biological intelligences occupy differing ranges of the spectrum. There is overlap, and the commonalities are organization and categorization of information. (More on the other important distinctions later.) The nature of perception is different. The Venn overlap is important; it allows for coherent communication between two discrete civilizations that share the same spatial and temporal values in a singular space-time set.
