London? Really?
Los Angeles, yes. Las Vegas and Portland? Sure, though I doubt that Portland has the will to build a stadium. The fucked up a sure fire MLB bid by refusing to build a stadium
What about Canada? A decade or so ago, the CFL pushed into the US to try and get into the NFL. It did not work, and the thinking of the CFL has changed. They have little interest in merging with the NFL. Further, NFL fans in Canada can see many games, and, if they want to, maybe get to a game or two,
That being said, the NFL should try to gauge interest in places like Toronto, Montreal, and Vancouver.
After US cities that show interest. People in Alabama, Arkansas, and Mississippi love thier football. There is great university tradition, and they love their Tide, Tigers, Bulldogs, Rebels,and Hogs, among others. Is there enough interest in an NFL team there?
Explore all alternatives before London. They do not want it. American football will never become a global sport. They already tried NFL Europe, and it did not work. One game at Wembley is one thing, but more than that, and their football teams would rebel.
A game in London, and maybe another somewhere? Sure. For the few Europeans who just want to laugh at it, the fewer who are actually interested, and the American ex pats, who would flock to the games, fine. IF the teams want to go. The NFL as a global league? Goodell is drooling like Pavlov's dogs. Just more evidence that it is time for him to go.

They have the best product, every league ever is copying their model but they just HAVE to tinker.
